Has great experience in coordinating different kind of projects in frame of Horizon 2020, FP, INTERREG, BSR programmes, she was coordinator of Horizon 2020 project “Enhancing excellence and innovation capacity in sustainable transport interchanges” (ALLIANCE)

“EU-wide establishment of enduring national and European support networks for sustainable urban mobility”
ENDURANCE
ENDURANCE aims to assist cities and regions with developing Sustainable Urban Mobility Plans (SUMPs) by facilitating networking, mutual learning and sharing of experience and best practice across countries. ENDURANCE builds 25 national networks and an overarching European network making use of the existing EPOMM (European Platform on Mobility Management) structure. The main target groups are urban mobility professionals, cities and national authorities. The main benefit are efficient and lasting support structures for SUMP, which will be maintained by EPOMM beyond the end of ENDURANCE. During ENDURANCE networks will offer a training and policy exchange programme based on yearly national meetings in each country as well as international meetings.
Support the policies of the EU and the priorities of this IEE-call by closing a large gap, described in many reports: the major success factors for successful SUMP implementation are peer-to-peer contacts and a national support policy – and both are structurally lacking in almost all EU countries
Transportation and Telecommunication Institute held the third networking meeting on a subject “Sustainable urban mobility and transportation planning” as part of ENDURANCE project activities on February 24, 2016 in Riga, Latvia. The seminar was attended by representatives of local governments from Gulbene, Adazi, Bauska, and Saldus districts, from cities of Valmiera, Jelgava, Kuldiga, Liepaja, and Riga, from planning regions, Ministry of Transport, and other transport professionals who are daily involved in urban planning, transport planning, traffic organization.
Two main topics were addressed in this seminar: Data collection and modelling support for sustainable mobility planning and measures towards sustainable urban mobility.
Participants were introduced with support instruments for sustainable mobility planning which help to analyze existing mobility situation and to develop scenarious for possible situations in the future. Professionals from Latvia, Lithuania, Estonia and the Netherlands shared their experiences in conducting surveys on mobility patterns and data use.
Kaur Sarv, Executive Officer of Transport Development and Investments Department of the Estonian Ministry of Economic Affairs and Communications, introduced with travel survey conducted in Tallinn at the end of 2015 and confirmed that data collected in the survey allow to verify whether the allegations used up to now and relied on assumptions are true. Tallinn travel survey is a positive example of data collection in limited time and with limited resources resulting in wide data base for analysis. K.Sarv also drew attention to a cycling road set-up program throughout Estonia and the use of these roads. It is planned to perform cycling road audit in Estonia in order to assess the effectiveness of the program.
Jim McGeever, urban development specialist from Lithuania recalled the paradigm shift in transport planning – it is not for traffic improvement, but for the movement of people, which helps to improve the quality of life in a given area.
Urban mobility specialist Sander Veenstra from the Netherlands identified a number of data sources that are available today, thanks to the intellectual transport systems (vehicle detection loops, intelligent traffic lights, GPS). Combining these data sources with national or local surveys, we can get a wide range of data for traffic analysis.
Lotars Dravants, head of public transporta department in Vidzeme planning region shared his experience in carrying out the survey on mobility patterns in sparsely populated rural areas and presented a new initiative “Transport on demand”, which could be introduced as a complementary solution to public transport.
Presentation about transformation of K.Barona street in Riga city given by Janis Andins, deputy head of Project documentation division in Traffic department of Riga municipality, attracted great interest of the audiance. The proposed solution is aimed at reaching traffic equilibrium among all street users, thus creating a more attractive environment for city residents and visitors.

October 21 Transport and Telecommunication Institute (TTI) held a seminar on “Sustainable transport planning and mobility in the urban environment”. The seminar was held within the framework of the European project of creating a network of cities to sustainable urban mobility planning ENDURANCE, one of the participant which is TTI.
The seminar was attended by representatives of 10 cities and municipalities of Latvia, two planning regions and the Ministry of Transport.
Participants will be introduced to sustainable urban mobility planning guidelines and mobility solution trends in European countries. The seminar will provide information on mobility issues for the opportunities and support tools in Latvia. The seminar will provide an opportunity to develop and pool knowledge and experience in ensuring sustainable mobility in the urban environment, as well as to challenge traditional planning steps, focusing on interdisciplinary cooperation and innovative solutions.
The seminar was opened by the TTI Rector Graurs Igor, who congratulated the participants on the opening and noted the importance of its subject matter in the context of the problems of the ecosystem of the Baltic Sea.
TTI Researcher Kristina Malnacha familiarized the participants with the objectives of the ENDURANCE project. She noted that the project is part of a unified Europe, a platform created in sustainable urban mobility planning (SUMP – Sustainable Urban Mobility Planning). Implementation of this concept is carried out in the framework of EPOMM (European Platform on Mobility Management), which was organized at the governmental level, the 25 countries of Europe. Currently, Latvia is not directly involved in the activities of EPOMM, and carries only a supervisory monitoring. In these circumstances, conducted a seminar is of particular importance, since participants can see the main directions of work of the European network of representatives of cities and local governments directly involved in transport planning at the national level.
Inta Rozenšteine, Deputy Director Department of Finance and Development Planning Ministry of Transport, Latvia in her speech presentet the national support tools SUMP, stopped on the history of the European approach in this area and the key objectives of the program until 2030. Citing examples of successful planning in some European countries, she pointed out the main directions of interventions recommended by the European programs in the field of SUMP, and pointed out the main emphasis of the national policy in the field of mobility.
The head of the research department Mihails Savrasovs in his presentation in detail familiarized the participants with the contents of sustainable urban mobility planning guidelines and its main components. He gave a detailed description of the main stages of the SUMP development and paid special attention on the major events in process of planning.
TTI Researcher Kristina Malnacha reviewed the features SUMP development for small towns. In her presentation she gave examples with a detailed description of such work in the three cities of Europe and their achievements.
Of particular interest were the reports present heads of departments of Jelgava and Daugavpils city municipalities Gunita Osite and Sabina Shnepste. In their presentations, they spoke about the main plans and projects in the field of transport, urban infrastructure, development of the mobility of long-term vision to 2020. Particular emphasis in the speeches of the representatives of the two was put on the development of transport networks in industrial zones.
At the end of the workshop participants under the guidance of trainers from TTI, specially trained in the framework of ENDURANCE, were conducted a group work in three teams, aimed at the development of systemic vision and methodology development SUMP.
The seminar concluded with an informal discussion and exchange of views with a cup of coffee. Participants noted it is undoubtedly helpful, noted the usefulness of such meetings and discussions and expressed the wish to continue such seminars in the future.
